Who to kill
The first order of business when looking for herbs - it's not what you know, it's not even who you know - it's who you're killing:

Chaos Druids - Level 19
These are the primary source of herbs for probably the majority of herbalists in RS. They're quick to die, unarmed, and their pockets bulge with herbal goodness. Chaos druids are also a fantastic source of law (1) and air (25!) runes, and also drop various other runes. They also drop snape grass and vials of water, making it possible to mix Restore Prayer potions on the run.
Chaos Warrior Druids - Level 44
The big brothers of Chaos Druids, these humans can be found in the Yanille (Agility) Dungeon for the most part. They don't drop as many herbs as their weaker comrades... but they are still definitely a worthwhile source of green leafy bits. The real bonus with these guys is the number of seconds they drop... The white berries they drop mean that you can also mix up your own defence and super defence potions on the hoof, and they also drop 'ready-ground' unicorn horns, snape grass and up to three limpwurt roots a time.
Druids - Level 29
The Taverley druids drop a fair deal of herbal stuff, though not quite as much as their Zamorackian colleagues. They go down pretty fast though, for herbalists with decent combat skills, and are better combat training than the chaos druids.
Everyone else
Although this list isn't complete, other monsters that drop herbs include: Men (9), Farmers (15), Thugs (18), Dark Warriors (21), Rogues (21), Zombies (24), Skeletons (25, 31 and 54), Hobgoblins (32), Tribesmen (39), White Knights (56), Ice Warriors (57), Moss Giants (62), Paladins (71), Lesser (79) and Black (156) Demons, the Hellhound (114) and finally Blue (105), Red (140) and Black Dragons (200).

Where to go - All locations can be found on World Map

Members Dungeon - Chaos Druids-(Dungeon Map)
Past the lvl 25 ghosts, there's a room on your left where six or so chaos druids (lvl 19) spawn. Kill 'em. This place isn't perfect for people past lvl 38 combat if it's crowded as the druids won't auto-attack you... of course on members there aren't that many people below this level. The risks in this spot are low, so correspondingly the rewards are low - but if you manage to find this place empty you can have a very productive time nonetheless. Nearest bank: Falador West
NW Ardougne Tower - Chaos Druids
This tower there requires 46 thieving to get in (pick lock - it's quite hard, but you'll get it in the end). On the ground floor, 5 or so chaos druids spawn. If you're on your own, this a good little bonanza of a spot... with one other person it's about average or maybe slightly below, and if there are more than three people here it's not really worth while. Nearest bank: North Ardougne
Edgeville Dungeon - Chaos Druids-(Dungeon Map)
Warning - this is a wilderness zone
In the Edgeville dungeon, go north through the gate (at lvl 25 skeletons) into the wilderness section. Hang a left at the Thugs (who occasionally drop herbs) to get to the chaos druids. Three spawn in the big open area (wildy lvls 1-2), and five or more spawn in the corridors (levels 2-4) leading north towards the skeleton area.
This place can support quite a few herb harvesters without becoming too slow - but if you're here on your own or with only one other person, you're in herb heaven.
For lower level gatherers, this place should be ideal, but most are too scared to come here. This is regrettable, as most PKers here are in their late 50's to early 70's so wouldn't be able to attack anyone below 50 - and low level herbs litter the floor. More guam and marrentill than you could shake a stick at, and often tarromin and sometimes even harralander - all dropped by higher-level collectors trying to cram their inventories with only the best herbs. Nearest bank: Edgeville (not far at all)
Taverley - Druids
Both in Taverley village itself and a bit further north at the Druid Circle (on the way to Heroes Guild), level 29 druids drop herbs, but not as many as chaos druids. This is the only reliable place to gather herbs for people who don't like enclosed spaces! Another advantage of the henge is that the central stone of the circle is an altar, so prayer can be used throughout. Nearest bank: Catherby (via Ice Mountain tunnel) or Faladaor
Yanille (Agility) Dungeon - Chaos Druid Warriors
If you're tired of PKers, this is a good place to come for a change of scenery. Well, not scenery as such, as it's still brown cave walls and spluttering torches in sconces on the walls... but you get the point, I'm sure. You need lvl 40 agility to get across the ledge into the first large room of the dungeon where the warriors (level 44) are to be found, about 6 spawn points here. Remember to bring cure poison potions or poison antidote.
If you've got 57 agility, cross the ropeswing (one guess where you go if you drop... remember cure poison!) to get to 5-6 chaos druids and a chaos druid warrior. There are also lvl 54 skeletons around here that drop a fair number of herbs in addition to runes. Nearest bank: Yanille

Miscellaneous others:

Temple of Ikov: Level 54 skeletons there drop a fair amount of herbs along with good numbers of runes. Dungeon Map
Bandit Village (Wilderness Zone - Wilderness Map): Bandits (lvl 29) drop a fair number of herbs... the entrance to the village is below level 20, so it's possible to teleport away from PKers if you're getting hassled.
Al-Kharid, Edgeville etc: While not excellent if you're only interested in collecting herbs, lvl 9 men in these and other places do drop a fair number of herbs, so make a fairly decent combination-target for thieving and herblaw.
